我寫了我為什麼支持川普,但是那主要說的是整個政治環境,我們需要一個像川普這樣的政治人物。但是沒有說,他究竟做了些甚麼值得支持。這裡就是他在過去三年多推動的一部份政策,我沒有完整的資料庫,這裡是就記憶所及再找資料,希望盡量做到完整正確:
先說經濟方面,川普剛上台(2017年底) 就出台了全面的減稅,其中以公司稅最明顯,基本上將公司稅由35% 減至21%,不僅讓公司稅負減輕,更讓美國的公司在世界上更有競爭力。一個最明顯的後果是導致很多跨國公司及美國公司將公司及廠房遷到或是遷回美國,大大增加美國的就業,甚至提高政府稅收,一舉數得。美國的公司過去一再面臨加稅,對於這意外的驚喜難以置信,記得頭一兩年,無數的公司給予員工年底分紅,有的每人數千,有的每人數萬元。這是立竿見影的成效。
此外個人入息稅也減輕了,其中最明顯是中產階級的減稅幅度均在3%-4%之間。加上兒童減稅額提高,中等家庭一年等於增加了幾千元收入。
這減稅措施再加上消除各種扼殺經濟的多如牛毛的規定,直接間接增加了就業,(川普政府說他們消除了多達一千多項的大小規定),在減稅措施施行後兩年內,美國增加了七百多萬的就業機會,失業率就不停地下跌,在新冠肺炎沒有出現之前,美國失業率是3.5%,比川普上台時的4.7% 大幅下跌,也是50年來最低的失業率。此外黑人失業率6%,也是六十年來最低。
此外經濟成長率由他上台時期的不足3%,一度提高到2018年第二季的高峰4.2%,去年也有3.1%。記得在奧巴馬的八年任期,沒有一季的成長率是高於3%。
雖然新冠肺炎導致的全國封城,拉高失業率,但是過去兩個月的復甦之快,也是史無前例。道瓊斯已經收回大部分的失地。全面復甦指日可期。
川普在經濟上的做法是沒有一個總統做到的,其實這些都是他早在八十年代就覺得應當做的。所以一上台(就趁著共和黨控制了參眾兩院的短短期間) 一口氣推出這些措施。我建議大家有空在網上找出他在1980-1990年代的訪問看看,這些都是他當時已經覺得應當做的。媒體指責他沒有遠見,沒有計畫,都是無的之矢。
他另一個覺得最該做的就是取代原有的北美自由貿易協議NAFTA,他說是對美國太不公平的協議,讓美國的公司都搬到墨西哥去了,也讓美國的產品外銷加拿大時受到制約。結果他一上台就重新談判這協議。當時民主黨,包括參議院領袖休莫Chuck Schumer 就打保單說他絕對做不到。結果他做到了,以川普跟墨西哥的關係,加拿大的關係,都不是最好,但是他就是做到了。他用抽徵鋼鋁稅,汽車稅做威脅,迫使各國讓步。但與此同時讓加墨兩國都認為自己是贏家。而且已經由三國議會通過,剛過的七月一日開始生效。這又讓美國工作機會大大增加,產品外銷也更為通暢,不僅如此還提高了墨西哥工人的工資標準。
為什麼以前的總統做不到,也不肯做呢?
與中國談判貿易協議更是複雜過程,像是一場大規模的戰爭。但是川普軟硬兼施,目標不變,過去因為兩國不平衡的貿易,美國一年承受五千億元的逆差,他要將這差距拉平。目前談判只完成第一階段,以後的路未必平坦,但是他已經為美國贏得每年數千億元的貿易機會,關稅收入,及出口數額。這都是大家有目共睹。
此外他還同時跟日本,南韓,越南,歐盟都達成新的貿易協議,在美國而言都比過去占了更大的便宜,但與此同時,日韓等國都承認,這是更公平的協議,沒有怨言。
經濟方面還有一項更大的成就,川普讓美國67年來第一次在能源上自給自足,成為全球最大能源生產國家,不僅不用仰賴外國進口石油,還有多餘可以外銷。這在國防策略上都是一大成就,無須擔心能源受控於外國,特別是中東的敵對國家。
川普做到了,是因為他無視環保團體的壓力,批准開發化石燃料,開放油管運輸。在西方環保分子以他們在媒體的朋友協助下,阻止任何能源的開發,後果是西方國家更為仰賴中東石油,一方面損害經濟成長,一方面損害國防利益,環保上更比不上自己生產。在加拿大一條油管討論了幾十年也沒有建成。無論你滿足他們多少條件,(動輒多達一百多條),他們都吵嚷不夠。
外交方面,他一上台就達成競選承諾,將駐以色列大使館由台拉維夫,遷到耶路撒冷。多少人警告會引發中東大戰,結果沒有。這就是勇氣。
川普上台之前因為北韓多次釋放洲際飛彈,不僅日本及南韓人人自危,(防空洞都建好了),連美國本土都受威脅。川普與金正恩舉行歷史性會談,化解了危機。雖然金政恩繼續有小動作,但是他知道只要有行動,川普的反應絕對不會手軟,所以三年來都不敢有大動作。日本及南韓提起川普都當作是大恩人。
還有一點很少在新聞上見到的,川普一上台就指示國務院,將被敵國政府拘押的美國人都盡量盡快談判,讓他們回家。幾乎每一兩個月都有一兩個人因此回來。川普的方式不是付贖金,一毛錢也沒有付出,全部都是運用外交談判方式,或是條件交換方式,在不損害美國利益的原則下,讓自己國民可以回國。我只在Fox News見到這些人,及他們的家人對川普涕泗交流的感恩,但其他媒體提都不提。
川普未上台前,多少專家侃侃而談說他會發動戰爭,事實是過去三年多,他不僅沒有發動戰爭,還避過了戰爭,甚至在全球各地撤軍。去年,川普下令美軍從敘利亞北部撤出。當地局勢複雜,除了敘利亞政府軍,還有庫爾德反阿薩德勢力,以及土耳其勢力。很多人警告,美軍撤出後庫爾德人就成為各方的俎上肉,不過土耳其是北約盟邦之一,未必就會一發不可收拾。
其中對美國歷史上最長久的阿富汗戰爭,川普已經完成第一階段撤軍計畫,由一萬三千人減至八千六百人,預計秋天之前再減至四千人。最終目標是完全撤出。川普的理念是:中東的事務由中東人自己搞定。事實是,中東的衝突延續了上千年,他認為無謂讓美國士兵為他們犧牲。
但是川普撤軍不表示放棄,他與此同時擴充美軍實力,在2017年的預算中增加國防軍費八千億元。這就是雷根總統的理念:維持和平你必須先有實力。你強大了,一來別人不敢動,二來即使真的動了,你可以立即發動攻勢進行遏阻。像民主黨及鴿派,只會一路削減軍費,撤軍,談判,手上卻沒有牌。
其實川普一直想跟俄羅斯建立比較好的關係也是為了這個。他認為一來普京是可以談判的人,二來普京自己也面對國內經濟上的困局,他也未必想花巨大軍費在中東布局。如果雙方有共識,一方面維持和平局面,二來大家可以休養生息。
同一原因,川普也計畫由德國撤軍。目前美國在德國有三萬五軍隊,他希望裁減九千餘人到兩萬五千。這個駐軍耗用美國龐大資源,但計畫一出就被歐洲各國譴責,說是為了討好俄羅斯。川普說得很有道理:我們在德國駐軍是為了對抗俄羅斯,但是德國每年卻跟俄羅斯購買三千萬公噸的原油。這筆帳算不過去。此外他還迫使德國,及北約其他國家增加對北約的撥款,而不是讓美國一個國家擔負最多的軍費。目前各國已經各自提高了軍費負擔,預料一兩年內全部達到應盡義務。
川普政府另一個偉大成就是幾乎消滅了伊斯蘭國。他剛上台時,伊斯蘭國在中東控制了一萬七千平方英里地區,有三萬多「士兵」,還擁有大量油井。但到2018年秋天,在敘利亞反政府勢力幫助下,由美國領導的多國部隊圍剿下,他們的勢力縮小到不到200平方英里。到目前更只剩下零星的「戰士」,不再有地盤。
這是川普上台後唯一的「用兵」,成果卻是龐大的,明顯的。最後他還在去年十月動用特種部隊在敘利亞北部圍剿伊斯蘭國的頭子巴格達迪最後盤據地,導致他的自殺。可以說徹底消滅了伊斯蘭國。然後更在今年一月,用無人飛機炸死了伊朗最高指揮官蘇曼來尼Qassem Soleimani,川普說這人就是過去多年來指揮使用路邊炸彈炸死無數美軍及盟軍的,而且情報顯示他就要發動一次更大攻勢。多少人(媒體)指責川普這行為是國際恐怖行動,甚至說第三次世界大戰就要發生,但到目前伊朗並沒有,也不敢做出反應。
除了擴充國防實力,川普還推動太空國防計畫。這是相當有遠見的,而不是等到其他國家進襲之後再急急追趕。
最後說到他競選時的重大諾言:建造邊界圍牆,圍堵非法難民。他剛上台時,因為奧巴馬的無限制接收難民及非法移民,加上奧巴馬說的「不會遣返兒童」,導致大批非法難民湧向邊界,最常見到的是由中美洲厄瓜多爾,薩爾瓦多等地湧來的難民隊伍caravan,每一個隊伍都有一兩千人,沿途墨西哥人還送茶送水。當川普提到這「難民危機」時,還被媒體指責是危言聳聽。那時每個月都有幾萬難民闖關,民主黨,媒體,及人道組織每天監視他是否人道對待這些人,…
現在呢?川普強迫墨西哥在南面阻止這些難民進入墨西哥,這樣他們就不能借道墨西哥來到美國邊界。其次,他要求墨西哥派軍隊在美墨邊界執行阻擋作用,墨西哥非常合作,目前有兩萬七千名墨西哥士兵在邊界,幫美國防守。(川普怎麼做到的呢?他真的是談判高手。)目前由南面非法進入美國的非法移民由高峰期的一個月幾十萬人,減到僅數千人。而且都必須經過合法程序審核。
川普建造圍牆的計畫,在民主黨百般阻擾下,(甚至禁止他由其他項目撥款),以及每一個步驟都有法律挑戰,但還是建造了215英哩。以這個速度,今年底之前會完成四百英里圍牆。這些都是最新式的,具備了監視錄影機制,及警報器的圍牆。這些圍牆也都是選擇在最關鍵的地方,因為美墨邊界不是全部都可以出入,很多有天然阻擋,有些過去已經有圍牆,所以這幾段圍牆具備了關鍵的阻擋作用。
上面這些都是一些主要的措施,還不包括川普的許多項行政命令,我經常見到他簽屬行政命令,包括教育上的,勞工法的,退伍軍人福利,各行各業的保障及推動,川普經常說,他一個月做的超過其他總統一年做的,甚至四年任期做的,很多人覺得他愛吹牛,但其實一點都不。他過去幾十年在腦子裡的構想,他都一一去做。不像別的官員,一坐到那位子上就同流合汙,完全不記得過去說過的話了。
而且要記得,他這些都是在民主黨不斷的彈劾行動下,以及媒體不停的每一天的打擊下做到的。否則他的成就會更大。否則他最後一個競選承諾「基礎建設」都可以展開。

我在寫完這篇文章後,川普繼續做出驚人成績,其中最明顯的是促成中東多個阿拉伯國家與以色列達成和平協議,目前已有兩個阿拉伯及穆斯林國家(阿聯酋UAE,巴林),以及一個非洲穆斯林國家(蘇丹)跟以色列簽訂和平協議,逐漸奠定中東和平基礎,而且據說更多阿拉伯國家在排隊等著簽約,此外還促成東歐的塞爾維亞跟科索沃的和平協議,不僅停止了雙方的仇視與爭戰,也讓兩國同時跟以色列達成和平協議。為著這些協議,他獲得三次的諾貝爾和平獎的提名。單單這個加上消滅伊斯蘭國就更足以獲得諾貝爾和平獎。
這篇文章最後提到,他唯一沒有做到的就是基礎建設,後來我才知道為什麼沒做到,原來過去的聯邦及州政府經年累月的制定條文,限制每一項公共建設的規範,導致起建一條公路的平均批准時間長達18-20年,往往在這段期間政府換了,預算提高數倍,最後不了了之,但在過去三年多,川普就是致力於消弭這些多如牛毛的規範,我聽到川普多次說,他已經用行政命令消除了一千多項的規定,包括許多影響到小生意,小公司申請時的規定,將來要起建公路,橋樑,球場,遊樂設施都將順利很多,(起建工路的批准時間縮短到一至兩年),所以如果他繼續執政,基礎建設就可以一一展開了。
我為什麼支持川普 2 (翻譯)
I wrote why I supported Trump, but that was mostly about the whole political environment,and why we needed a political figure like Trump. But it did not say what exactly he had done to support him. Here is part of the policies he has accomplished over the past three years,I don't have a complete database,here is what there are as far as I can remember:
First of all,on the economic front,just after Trump took office (at the end of 2017) he introduced a comprehensive tax cut bill,of which the corporate tax is the most obvious, basically reducing the corporate tax from 35% to 21%,not only reducing the corporate tax burden,but also making American companies more competitive in the world. One of the most obvious consequences is that many multinational companies and American companies moved their companies and factories to or back to the United States,greatly increasing American employment and even raising government taxes. American companies have repeatedly faced tax increases in the past,and it is hard to believe about this unexpected surprise. After that in the first year or two, countless companies gave employees year-end dividends,some thousands dollars per person,some tens of thousands dollars per person. This is an immediate result.
In addition,personal income taxes have also been reduced,most notably by the middle class between 3% and 4%. Coupled with the increase in the tax cut for children,middle-sized families received several thousand dollars more a year.
This tax cut,coupled with the elimination of a variety of stifling regulations that stifle the economy,directly or indirectly increased employment, (the Trump administration said they eliminated as many as a thousand large and small regulations),and within two years of the tax cuts,the United States added more than seven million jobs,and the unemployment rate kept falling, and before the emergence of the Covid-19,the US unemployment rate was 3.5%,a sharp drop from 4.7% when Trump took office, and the lowest unemployment rate in 50 years. Trump's approach to the economy is something that no president has done,and in fact,he felt these measures should have been done back in the eighties. I suggest that if you have time to look online about his early interviewsin the 1980s and 1990s,which he already felt such measures should been done at that time. The media accused him forhaving no vision,no plan,were all wrong.
Another thing he felt the most important to be done was to replace the original NAFTA,which he said was too unfair to the United States, resulting American companies to move to Mexico and restricting the export of American products to Canada. As a result,he renegotiated the agreement as soon as he came to office. At the time,Democrats,including Senate leader Chuck Schumer,said he would never be able to do it. And he did it,with Trump's relationship with Mexico,Canada's relationship,not the best,but he did it. He threatened to impose steel and aluminum taxes and car taxes to force countries to make concessions. But at the same time,both Canada and Mexico consider themselves winners. It has been passed by the parliaments of the three countries and has just entered into force on July 1. This,in turn,has greatly increased the number of jobs in the United States,made the export of products smoother,and alsoraised the wage standards of Mexican workers.
Why couldn't previous presidents think of it and do it?
Negotiating a trade deal with China is a more complex process,like a large-scale war. But Trump is both soft and hard,the goal remains the same,in the past because of the unbalanced trade between the two countries,the United States suffered a deficit of $500 billion a year,and he wanted to level this gap. At present,the first stage of the negotiations has only been completed,and the road ahead may not be smooth,but he has won hundreds of billions of dollars in annual trade opportunities,tariff revenues,and export amounts for the United States. This is obvious to all.
In addition,he has also reached new trade agreements with Japan,South Korea,Vietnam,and the European Union,which end up more to the advantage of the United States,but at the same time,Japan and South Korea have admitted that it is a fairer agreement and has no complaints.
In an even bigger economic achievement,Trump has made the United States energy self-sufficient for the first time in 67 years,becoming the world's largest energy producer,not only does not depend on foreign oil imports,but also has excess to export. This is a major achievement in defense strategy,without fear of energy being controlled by foreign countries,especially hostile countries in the Middle East.
Trump did this because he ignored pressure from environmental groups,and approve the development of fossil fuels and open pipelines for transportation. The Western environmentalists with their friends in the media,they prevent the development of any energy source,and the consequence is that Western countries are more dependent on Middle East and Russian oil,which harms economic growth on the one hand, and national defense interests on the other,and environmental protection of those countries is much inferior in comparison. In Canada,a pipeline has been discussed for decades and has not been built for one inch. No matter how many conditions you meet them,(often more than a hundred),you can’t get them satisfied.
On the diplomatic front,as soon as he took office,he made a campaign promise to move the embassy in Israel from Tel Aviv to Jerusalem. How many people warned that it would trigger a war in the Middle East,and the result was calm. That's courage.
Before Trump took office,because North Korea had repeatedly released intercontinental missiles,not only Japan and South Korea were at risk, (bomb shelters were built),but also the United States mainland was threatened. Trump and Kim Jong-un held historic talks to defuse the crisis. Although Kim Jung-eun continues to make small moves,he knows that as long as there is real threat,Trump's response will definitely be sharp and strong,so he has not dared to make a big move for three years. Japan and South Korea refer to Trump as a great benefactor.
Another point rarely seen in the news,as soon as Trump took office,he instructed the State Department to try to negotiate for Americans detained by enemy governments to get them home. Almost every month or two,one or two people come back because of this. Trump's method is not to pay a ransom,not a dime,but to use diplomatic negotiations or conditional exchanges,so that his citizens can return home without harming the interests of the United States. I only sawthese newson Fox News,and seen their families' gratitudetearsfor Trump,but no other media mentioned it.
Before Trump took office,many experts warned us that he couldstart a war,but the truth is just opposite. In the past three years,he has not only not started a war,but also avoided it,and even withdrew troops around the world. Last year,Trump ordered the withdrawal of U.S. troops from northern Syria. The situation on the ground is complicated,in addition to the Syrian government forces,there were Kurdish anti-Assad forces, as well as Turkish forces. Many people warn that the Kurds would become the sacrificed meat of all parties after the withdrawal of US troops,but it didn’t happen. Since Turkey is a close NATO allies and can be talked into extending a helping hand.
Among them,the longest war in U.S. history,Afghanistan,Trump has completed the first phase of the withdrawal plan,from 13,000 reduced to 8,600,and is expected to be reduced to 4,000 by the fall. The ultimate goal is a complete withdrawal. Trump's philosophy is that the Middle East should behandled by the Middle Easterners themselves. The truth is that conflicts in the Middle East have lasted for thousands of years,and he believes that there is no need to let American soldiers die for them.
However,Trump's withdrawal did not mean giving up,and at the same time,he expanded the strength of the US military and increased the defense expenditure by $800 billion in the 2017 budget. That was President Reagan's philosophy: You must first have strength to keep peace. You are strong,first,others dare not move,and second,even if you really move,you can immediately launch an offensive to deter it. Unlike the Democrats and doves,they will cut military spending,withdraw troops,and negotiate,but then they will have no cards in their hands to negotiate.
In fact,Trump has always wanted to establish a better relationship with Russia for this reason. He believes that first,Putin is a negotiable person,and second,Putin himself is facing domestic economic difficulties,and he may not want to spend huge military spending on the layout of the Middle East. If the two sides have a consensus,on the one hand,to maintain the peace situation,and on the other hand,everyone can rest and recuperate.
For the same reason,Trump also plans to withdraw troops from Germany. At present,the United States has 35,000 troops in Germany,and he hopes to reduce the number of troops by more than 9,000 to 25,000. This garrison consumes huge resources of the United States,but the plan was condemned by European countries as soon as it came out,saying that it was to curry favor with Russia. Trump has a point: we have troops in Germany to fight Russia,but Germany buys 30 million metric tons of crude oil from Russia every year. This is of no logic at all. In addition,he forced Germany and the rest of NATO to increase their allocations to NATO,rather than making the United States bear the most military expenditure. At present,each country has promised to raise its own military expenditure burden,and it is expected that all due obligations will be fulfilled within a year or two.
Another great achievement of the Trump administration is the near elimination of ISIS. When he first came to power,the Islamic State controlled 17,000 square miles in the Middle East,had more than 30,000 soldiers and had large oil wells. But by the fall of 2018,with the help of Syrian rebels and surrounded by a multinational force led by the United States,their power had shrunk to less than 200 square miles. So far,there are only sporadic "warriors" left,and there is no “base” for them.
This is the only time his "use of troops",but the results are huge and obvious. Finally,he used special forces last October to encircle the last stronghold of Islamic State leader al-Baghdadi in northern Syria,leading to his suicide. It can be said that the Islamic State has been completely eliminated. Then,in January,he killed Iran's supreme commander,Qassem Soleimani,in an unmanned aircraft,who Trump said had directed the use of roadside bombs to kill countless U.S. and allied forces over the years,and intelligence indicated that he was about to launch an even bigger offensive. How many people (the media) accused Trump of this act as an act of international terrorism,and even said that World War III was about to happen,but so far Iran has not and does not dare to react.
In addition to expanding national defense capabilities,Trump has also promoted space defense programs. This is quite far-sighted,rather than waiting for other countries to attack and then rushing to catch up.
Finally,he talked about his big campaign promise: to build a border wall and contain illegal refugees. When he first came to power,because of Obama's unlimited reception of refugees and illegal immigrants,coupled with Obama's statement that "children will not be returned",a large number of illegal refugees flocked to the border,the most common is the caravan of refugees from Central America,Ecuador,El Salvador and other places,each team has one or two thousand people,and Mexicans also bring tea and water along the way. When Trump mentioned the refugee crisis,he was accused by the media of being alarmistand even racist. At that time,tens of thousands of refugees crossed the border every month,and the Democratic Party,the media,and humanitarian organizations monitored him daily for his inhumane treatmenttoward them,...
And now,Trump forced Mexico to prevent the refugees from entering Mexico in the south so they could not cross Mexico to the U.S. border. Second, he asked Mexico to send troops to interdict the U.S.-Mexico border,which is very cooperative,with 27,000 Mexican soldiers currently on the border to help the United States defend. (How did Trump do that?) He really is a master negotiator. At present,illegal immigrants entering the United States from the south have shrunk from a few hundred thousand a month at the peak to just a few thousand. And they all must be reviewed by due process.
Trump's plan to build the wall,blocked by Democrats (even barred him from using funding from other projects),and every step was legally challenged,but 215 miles were built. At this rate,four hundred miles of walls will be completed by the end of this year. These are state-of-the-art,withsurveillance video mechanisms and walls of alarms. These walls are also chosen in the most critical places,because not all of the US-Mexico borders can be accessed,many have natural barriers,and some have been fenced in the past,so these sections of the wall playsa key blocking role.
These are some of the main measures,not including Trump's many executive orders,I often see him sign executive orders,including education,labor law,veterans benefits,protection and promotion in all walks of life,Trump often says that he does more in a month than other presidents do in a year,or even in a four-year term. Many people think he likes to brag,but in fact,not at all. He has been thinking in his head for decades, and he has done it one by one. Unlike other officials, as soon as they sat in that seat,they were comfortably in the swamp and did not remember what they had said in the past.
And remember,he did all this under the constant threat of investigation and impeachment of the Democratic Party and the non-stop daily blows of the media. Otherwise his achievements would have been greater. Otherwise,his last campaign promise of"infrastructure"would be accomplished as well.

After I wrote the article above,Trump has continued to make amazing achievements,most notably in facilitating a number of Arab countries in the Middle East to reach peace agreements with Israel,two Arab and Muslim countries (UAE, Bahrain),and one African Muslim country (Sudan) signing peace agreements with Israel,gradually laying the foundation for peace in the Middle East,and it is said that more Arab countries are waiting in line to sign. In addition to facilitating a peace agreement between Serbia and Kosovo in Eastern Europe. It not only stopped the hatred and fighting between the two sides,but also allowed the two countries to reach a peace agreement with Israel at the same time. For these agreements,he was nominated three times for the Nobel Peace Prize. That alone,together with the elimination of ISIS,would be enough to win the Nobel Peace Prize.
I mentioned at the end of that article that the only thing he did not do was infrastructure,and later I learned why he did not do it.
